I don't know if there are any formal rules governing that, but I would just treat it as a sentence and capitalize the first letter.

See, my problem is deciding between sentence style and title style (Title Caps Every Word With an Exception or Two). Title style seems like it would be more correct but winds up looking either pretentious or ignorant.

I never capitalize on account of being lazy, there are a couple of exceptions and those are when it needs all caps, or when its to my boss (he prefers it to all lower).
