Here's an interesting question... do non-citizens have rights to reside in any given nation?

as long as no one who has power doesn't know then yes. also in some places there is sanctuary for people fleeing prosecution until the justice system says that they agree with the people they are fleeing from.

I don't think that they should necessarily have the right to reside in someone else's land, but that they should be allowed to, to a degree, and should have the opportunity to become citizens.

no I was stating policy, "should" but do, also what I meant by "until the justice system says that they agree with the people they are fleeing from." was if they are found of a crime they should face justice for, such as fleeing for murder when murder wasn't in self defense but as a result of just not liking what some dude said.

Yes, they should. It is their responsibility to assimilate to the degree that they can function normally, though that does not mean that they should be restricted from speaking their native language.

yes most certainly, I have had to deal with these people who are to ignorant to learn the damn language. and nothing is more ignorant and a bigger piss off than when they go to the trouble of learning the phrase "I am [insert country] I don't speak [language]"
these are the greatest piss off, if I was going to -their- country it would be expected of -me- what's more I would ACTUALLY do it.

What about working? Generally in order to live somewhere one has to work, so should they be allowed to work just like everybody else, or require a permit, or what?

give a grace period where they get schooling and learning assistance (paid by company or whatever) while they work.
