I don't think so. I do, however, think that it should be completely unregulated.

I agree that less regulation should occur, also I don't consider it a right, because I think rights are not something you pay for. (the govt. would have to pay for it)

Is reading a book a right? How about having the ability to read at all? The U.S. won't improve it's Internet until Congress passes The Equalization of Opportunity Act.
